Project Description

Market-based approaches can meet the WASH needs of poor rural households cost-effectively, efficiently, and sustainably. WASH-SUP leveraged iDE’s success implementing Sanitation Marketing to deliver sustainable and inclusive WASH products and services in rural Cambodia, raising improved latrine coverage rates in project areas from 45% (2014) to 65% (2018). The project created aspirational and affordable WASH products sold through the local private sector, such as an improved latrine shelter with handwashing device, and a disability-inclusive shelter using innovative interlocking bricks. The program reached over 500,000 people with sanitation products and over 800,000 with water filters. iDE also developed and tested a gauge that measures latrine pit fill rates to trigger households to adopt fecal sludge management (FSM) products/services. The primary FSM product sold was an alternating dual pit upgrade, which allows the second pit to be used while the first pit is safely composted. To promote a sustainable WASH market, iDE built the sales and business capacity of local enterprises and piloted innovative financing options such as targeted subsidies and supplier-led financing. As a result, 24% of sanitation purchases were made by government-identified poor households and 84% of water filter customers were below the international US$5 per day poverty line (USD 2005 PPP), compared to a national poverty rate of 19%.

Project Location

The project targeted rural customers living in areas with minimal access to affordable, aspirational WASH products. Activities for sanitation and hygiene were implemented in seven provinces: Svay Rieng, Prey Veng, Kandal, Kampong Thom, Siem Reap, Banteay Meanchey, and Oddar Meanchey. Water programming took place in the same seven provinces as well as an additional four provinces: Takeo, Kampong Speu, Kampong Cham, and Kampong Chnang.
